WhatsApp API

Your WhatsApp template keeps getting billed as MARKETING. Here is why.

You picked UTILITY, Meta approved it, and the invoice still says MARKETING. Meta categorises templates by what the message says, not by what you selected. What that means for cost in India.

A recurring conversation with anyone running WhatsApp at volume in India:

"I selected UTILITY. Meta approved it as UTILITY. Why is the bill MARKETING?"

Because the dropdown is a request, not a decision.

Meta categorises by content, not by your selection

When you submit a template, you choose a category. Meta reviews it, and can re-categorise it based on what the message actually says. That re-categorisation is what you are billed on.

The louder version of the same mechanism is outright refusal: if Meta disagrees strongly enough it rejects the template with the reason code INCORRECT_CATEGORY instead of silently re-pricing it. What to do when a template is rejected covers that path, including the 60-day appeal window.

The rule of thumb Meta applies: a UTILITY message follows up on something the user already did. A MARKETING message tries to start something.

So this is a utility message:

Hi {{1}}, your order #{{2}} has been dispatched
and will arrive by {{3}}. Track it here: {{4}}

And this is a marketing message, no matter which box you tick:

Hi {{1}}, thanks for your interest in {{2}}!
Our team would love to show you around the property.
When suits you for a visit?

The second one references an ad enquiry, which feels transactional from the inside. It is still, to Meta, an unsolicited attempt to open a sales conversation. It bills as MARKETING.

The gap between the two rates is roughly seven to eight times, so the category is not a billing detail, it is most of your unit economics. The free pricing calculator will show you the difference on your own volume: switch the category and watch the total move.

Why this hurts more in India

India has one of the largest WhatsApp user bases and some of the most price-sensitive SMB customers. The gap between the two rates is real money at volume, and it lands on exactly the businesses least able to absorb it. If your CAC model assumed utility pricing on first contact, the first invoice is unpleasant.

The other half of the problem is the per-user marketing cap. Marketing templates are rate-limited per recipient, and when you cross the line Meta returns error 131049. That is a temporary block worth retrying later, but it means your outreach quietly does not arrive at the exact moment you scaled it up.

What actually works

Get inside the 24-hour window and stay there. Once a customer messages you, you have a 24-hour customer service window where free-form messages send without a template and without template pricing. Every template you send has one honest job: earn a reply. Once they reply, the conversation is free-form.

Design the first message for a response, not a pitch. A template that asks one easy question outperforms one that describes your offering, and it costs the same.

Stop treating templates as broadcast. Blasting a marketing template to a cold list is how you collect 131049 errors and quality-rating damage. Send to people who just raised their hand.

Accept the category and price it in. First contact from an ad is marketing. Budget for it, measure reply rate, and optimise for how fast you get into the free window.

Watch out: Watch your quality rating, not just your delivery numbers. Meta throttles senders whose recipients block or report them, and recovering a damaged rating is much slower than protecting one.

The uncomfortable summary

You do not control your template category. You control what the message says, and Meta reads it. Write for a reply, get into the 24-hour window, and treat the first touch as the paid acquisition cost it actually is.

We built Kredoo around this: capture the lead from Meta or Google Ads, send one template engineered to earn a reply, and run the rest of the conversation inside the free window.

Questions people ask

Why is my WhatsApp template billed as marketing when I selected utility?

Because Meta categorises templates by content, not by the category you selected. The dropdown is a request. Meta reviews what the message says and can re-categorise it, and you are billed on its decision rather than on yours.

What is the difference between a utility and a marketing WhatsApp template?

A utility message follows up on something the customer already did, such as an order, an appointment or a payment. A marketing message tries to start something, including re-engagement and any first contact. In India the marketing rate is roughly seven to eight times the utility rate, so the distinction is most of your unit economics.

Can a first-contact WhatsApp message be sent as utility?

No. A first-contact message following up an ad enquiry reads to Meta as an unsolicited attempt to open a sales conversation, so it bills as marketing regardless of phrasing. There is no wording that avoids it. Budget for it rather than fighting it.

How do I avoid paying marketing rates on WhatsApp?

Get into the 24-hour customer service window and stay there. Once a customer replies, free-form messages send without a template and without template pricing. That makes the reply the thing worth optimising for: every template you send has one honest job, which is to earn one.

What happens if Meta re-categorises my WhatsApp template?

You are billed at the new category's rate from then on, usually without a notification you will notice, so the first sign is an unexpected invoice. If Meta disagrees strongly enough it rejects the template outright with the code INCORRECT_CATEGORY instead of silently re-pricing it.
