Pricing questions about the WhatsApp Business API almost always get answered with a rate card, and a rate card is maybe half the bill. The other half is structural: what counts as a chargeable message, who decides which category you are billed at, and what your provider adds on top.

How does WhatsApp Business API pricing work?
Meta charges you per delivered template message, and only for templates. This is the change that invalidates most of the advice still sitting on the internet.
Until mid-2025, WhatsApp billed per 24-hour conversation. You paid once when a conversation opened, and everything inside that window was included. Since 1 July 2025 it bills per delivered template message. Each template that lands is a separate charge.
The practical effect of the change: a five-message conversation used to cost one conversation. Now it can cost five, unless the messages qualify as free, which many of them do.
What does each WhatsApp message category cost in India?
Every template belongs to exactly one category, and the category sets the rate.

Watch out: Treat those figures as the shape of the thing, not as gospel. Meta publishes rates as a market-and-category pair, refreshes the card periodically (the current one took effect 1 July 2026), and tiers marketing rates by monthly volume, so a high sender pays less per message than these numbers suggest. The authority is Meta's published rate card, and nothing else, including this page.
The gap between marketing and utility is roughly seven to eight times. That single ratio is the reason which category Meta assigns your template matters far more than any negotiation with your provider.
Which WhatsApp messages are free?
Service replies inside the 24-hour customer service window, utility templates sent inside that same window, and everything in the 72 hours following a Click to WhatsApp ad. That is more than people expect, and the free paths are worth designing around:
- Service messages. Anything you send inside the 24-hour window that opens when a customer messages you first. Unlimited, free, and not templates.
- Utility templates inside that same window. An order update sent while the window is open costs nothing.
- The 72-hour free entry point. When a customer reaches you by tapping a Click to WhatsApp ad or a Facebook Page call-to-action button, every message in the following 72 hours is free, in both directions, regardless of category.
That third one is a genuine lever. If your acquisition already runs through Meta ads, routing the click into WhatsApp rather than a landing form buys you three days of free conversation with a lead at their moment of highest intent.
What costs are not on the WhatsApp rate card?
1. Your provider's markup. You do not buy from Meta directly. You buy through a Business Solution Provider, and their bill has two parts: a monthly platform fee and, usually, a per-message markup on Meta's rate. Indian BSPs commonly add somewhere between 10% and 30%. Some advertise "zero markup" and recover it in the platform fee instead, which is fine, but it means comparing providers on the rate alone tells you very little.
2. GST. 18%, on Meta's charges and on the platform fee. Budget in gross terms, not net.
3. The category you did not choose. You select a category when you submit a template. Meta reads the content and decides for itself, and bills you on its decision. A first-contact message from a lead ad is marketing, whatever the dropdown said. If your unit economics were modelled on the utility rate, they are wrong by roughly 7x on that message.
What this looks like on 10,000 leads
Take a business acquiring 10,000 leads a month from Meta ads, sending one first-contact template each.
That first template is marketing. Not utility, no matter how it is phrased. So the floor is 10,000 × ₹0.86, about ₹8,600, plus GST, plus whatever your BSP adds. Call it ₹11,000 to ₹13,000 all in.
Now the part that decides whether that number stays flat or triples. Every lead who replies opens a 24-hour service window, and everything you say inside it is free. Every lead who does not reply needs another paid marketing template to try again.
So the entire cost model reduces to one metric: reply rate on the first message. At a 40% reply rate, 4,000 conversations continue for free and you pay again for 6,000. At 15%, you pay again for 8,500. The rate card is fixed. This is the only variable you control, and it is worth more than any provider discount.

How to actually keep the bill down
- Send fewer, better first messages. Ask one easy question. Optimise for a reply, not for information transfer.
- Live inside the free window. Once someone replies, do everything free-form. Reserve templates for reopening a closed window.
- Use Click to WhatsApp ads where the funnel allows it, and get 72 free hours instead of a paid first touch.
- Keep utility genuinely utility. Order and appointment updates priced at ₹0.115 are one of the best-value channels available anywhere. Do not contaminate them with a promotional line, or you will pay 7x for the whole template.
- Reconcile against delivered, not sent. If those two numbers agree, one of them is lying.
